Teaching and Professional Council

The Teaching and professional council is the highest professional authority of the School.

The teaching and professional council (hereinafter: referred to as the Council) consists of all teachers (in the profession of professors of applied studies, senior lecturers, lecturers, foreign language teachers and teachers of the skills) who are employed in the School (they have concluded a work contract with the School). Members of the Council are also associates in the title of assistant and assistant with a doctorate. Assistants and assistants with a doctorate do not participate in the voting for the election in teaching titles.

In discussing and deciding on issues related to quality assurance of teaching, reforming of study programs, analyzing the efficiency of studying and determining the number of ECTS points, student representatives, delegated by the Student Parliament, participate in the work of the Council and its professional  authorities. When discussing and deciding on the above mentioned issues, student representatives represent  20%  of the members of the Council, that is, 20% of the members of the professional  authorities formed by the Council.

The Council is chaired by the Director of the School or by the person authorized by the Director of the School. The method of work and decision-making of the Teaching and professional Council is regulated by the Statute of the School and by the Rules of Procedure of The Teaching and professional council.

The Council makes its decisions by a majority of the votes of the total number of members attending the session of the Council , unless otherwise its provided by the Statute or Rules of Procedure. The quorum for the session of the Council exists if the majority of the members of the Council attend the session.

The Council may, if necessary, establish professional bodies in order to consider certain issues on which the Council  decides.

Competencies of the Teaching Council:

  • establishes the proposal of the Statute of the School and proposals for its amendments and forward them to the School Council for decision-making;
  • submit to the School Council an opinion on the candidates who applied for the selection of the Director of the School;
  • proposes to the School Council to decide on the education or the abolition of a special organizational unit or a special legal entity from Article 4. paragraphs 9. and 10. of the Statute of the School, proposes to the School Council persons for appointment to management bodies, or for representatives in the management bodies of legal entities founded by the School;
  • establishes a list of narrow  professional areas that are being studied in the School on the proposal of the Working Group on Accreditation;
  • adopts changes to the curricula of existing study programs and curricula for new study programs, on the proposal of the Working Group on Accreditation;
  • proposes to the School Council the formation of new programs of studies, that is, the number and title of study programs for further accreditation;
  • makes a decision to cancel the program of studies on the proposal of the school director or the School Council;
  • proposes to the School Council a financial plan for the School, a business report and an annual account, a plan for using funds for investments, independently or by appointing a person, expert service or other body of the School, which will formulate and propose to the School Council the enactment of the acts listed in this item;
  • proposes to the school director the composition of the commission for writing the papers for the selection of teaching titles;
  • chooses teachers and associates;
  • analyzes the quality of teaching, the efficiency of studying and progress of students, monitors and performs the reform of programs of studies;
  • examines student complaints and suggestions regarding the quality of the educational process and the organization and manner of teaching, and responds to complaints and proposals submitted;
  • makes decisions on recognition of exams to students and determines the number of ECTS points based on recognized exams;
  • gives consent on the topics of final, specialist and master work and forms commissions for the defense of final, specialist and master work of  students;
  • sets up lifelong learning programs, short programs of study and studying at work;
  • monitors and improves the teaching process, considers reports on the realization of teaching;
  • makes  decisions that regulate unforeseen situations (anomalies) in realization of the teaching process, in order to eliminate or mitigate the negative consequences of such anomalies in relation to the quality of teaching;
  • determines the engagement of teachers on subjects, on the proposal of the Collegium;
  • discusses and approves the proposals of the School Director for approving the participation of teachers and associates at scientific and professional meetings;
  • establishes a list of members for each organizational unit of the study program, on the proposal of the Collegium;
  • adopts the schedule of classes, on the proposal of the Director of the School or persons appointed by the Director of the School;
  • decides on issues related to publishing activities;
  • examines the questions of enrollment of new students, enrollment of students for a higher year of study;
  • establishes a proposal for the amount of scholarship and sends it to the School Council for adoption;
  • adopts the Code of Professional Ethics;
  • performs other tasks in accordance with the law, the Statute and other general acts of the School.
